But if I/Cory was scum, then wouldn't he be playing more careful? Why would he ever claim Elsa in the first place when he could've used a safeclaim? He would've never been put onto the spot.

I'll assume Cory has never seen Frozen and so he just picked a commonly known character to claim as thinking it would never spread to everyone in the game. And he decided to go with the vig role since vigs can shoot and mafia can shoot, so he cna claim a mafia shot as his own.

Well, I mean Cory is not one known to think things fully through.
But there have been times in the past where the has been a missing shot or even an extra shot and nobody ever steps up to say anything about where it went/came from and then it just eventually gets shrugged off. Plus, there's the whole possibility of believing mafia stacked KP on one person.
