Pokémon Moves Pokemon should/shouldn't know

I feel like Shiftry should know Night Slash. It can learn Cut, X-Scissor, and Razor Leaf so it's leaf fan things are obviously capable of cutting, so why not?

Also wooper can somehow get Ice Punch and Dynamic Punch through tutor despite having arms. I understand Quagsire getting that but Wooper?

Snorlax can learn surf, despite the fact that it's way too heavy to do any surfing.

And Forretress can learn bug bite. IT HAS NO MOUTH THO

Snorlax can lean surf but was not always so you can thank Ash for that one as he used his Snorlax as a Boat.

Somehow, Emolga's movepool does not include Fly.
Wailord is lighter than air, meaning he can fly, but does HIS movepool have it? NO!
Emboar getting Scald is like Bidoof getting Dynamic Punch.
His Soul Silver entry indicates that he should be able to swim, but Raticate doesn't get to have Surf...
Unfortunately for you AND us, somehow, Audino can swim. It's called Surf. Get used to it.
Being the Kalos Nursemaids, Wigglytuffs ironically don't get to have Heal Pulse, but they DO get Heal Bell and Hyper Beam.
