No, the villagers you find walking on Main Street are unavailable for you to collect. You would have to wait until 16 move out to get them off your town memory and back in your town

no, you must go through at least 16 new ones. I know its awful, the same thing happened to me a few weeks ago with Filbert. It's heartbreaking, I know how you feel. Sorry to inform you on this
