The hammer shows up randomly on the island, but it's very rare. They're easier to find on Club Tortimer because the items change every time you go.

Hearing about this item gives me great hope. In CF I was stuck with Truffles and could... not... get... her to move.... EVER ... So at least if I get her in NL I can take out my aggravation with some hammertime.
