Mystery Island Question

So on my first day of having book miles tickets all of my mystery islands had villagers that I could talk to on them. Since then, not a single one of my mystery islands has had a villager on it. Is anyone else experiencing this? I’ve been reading about the mystery islands and a few sources say all of the mystery islands should have a villager on them. I guess I’m wondering if this is a glitch or if finding new villagers is rare.
 
Have you already had three move in? If so, no more will appear until you have the first camper move in as well.
 
I think it's until you finish constructing the Residential Services Building, where you can set up more villager house spots.
 
Move ins in New Horizons are a bit rigged to a certain point in progression:

- Your first three move-ins are entirely random, or are invited from Island Tours
- Your sixth villager is a camper, who you must invite to help Tom Nook promote the island
- Your seventh and eighth villager can be an island tour invite, or a camper invite.

After you've hit the credits, you're basically free in what you do with your game's villagers.

No problem, I did forget to mention that these move-ins appear to be locked to certain personalities, such as the first three being Lazy, Peppy and Normal. Sixth appears to be Smug. Not sure about Seventh and Eighth, though.

Villager 1 - Jock (starter)
Villager 2 - Uchi (starter)
Villager 3 - Lazy (new home 1)
Villager 4 - Peppy (new home 2)
Villager 5 - Normal (new home 3)
Villager 6 - Smug (campsite)

So I would assume...

Villager 7 - Cranky (invite)
Villager 8 - Snooty (invite)

Surely someone can confirm this.
