Neighbor Picture Question

I want to collect all the picture frames, but I'm not certain I want to go through the effort of befriending each and every villager. So these are my questions.

1) Are the droppable?
2) Do pictures have a mention of the player name in them?
3) Do they come with a unique note, or are they just attached to the standard "I'm leaving, feck off" letter they send you?

They are just like other furniture items so yes you can drop them
I know that on april fools day you meet a character called Blanca and she pretends to be people from your town and you can get pictures of all your neighbours in one day

Depends on where you get them. They can be handed to you, sent in the mail at any time, or given to you at the April fools event. As said above.
