I want to make a little gallery thread for my acnh custom designs, but I wasn't sure if it's okay to post in the Able Sisters forum or not because I 100% will not be posting download codes and I'm not planning to take commissions/requests. Would it be better in the Island Journals forum?

It would just be a gallery of photos like these ↓ and pics of my villagers if I catch them wearing one, stuff like that. thank you!

The Able Sisters subforum is for commissioning/pattern searches as you've mentioned, while the Pattern Gallery subforum is more for sharing patterns that other people can scan and use, which is not the case, so I'd say yes, island journals.

Actually, the Pattern Gallery subforum's description is 'Share your patterns and designs from Animal Crossing: New Horizons. ', but I'm not sure whether this suggests you have to share your codes or not, but yeah I'd double check with a staff member.

Island Journals would probably be best if you’re not going to share codes.

If you ever felt like sharing your work in Able Sisters you could always post just your creator ID so you wouldn’t have to post every code to every creation.

Ah, I meant not sharing the ID or codes or anything. Last time I did my dress was stolen and reposted so unfortunately I can't release patterns anymore, but I have a lot of fun drawing outfits and seeing my villagers wear them, so I still want to have a little photo album. I will make it in the island journals thread, ty both for the advice!
