When Marshal announces that he's moving, I'll put him up in the Villager Trading Plaza under the "giveaway prefix" and then people enter. The way I raffle is I generate a number or roll a dice and the number that comes up is the amount of times I randomize the list. Once I announce/PM the winner, they have 24 hours to claim the villager. If they end up not being able to, I move on to the second person on the list and they have the 24 hour period as well.
But to enter, you must have space free.

It's such a waste and some people don't even care about the villager, they do it for the houses. They'll ask if they have original furniture and if they don't then they'll stop bidding. I don't see the point in that to be honest
