So I went to Tammy and Zucker and asked them to move in yesterday. This is while Maple has a plot down. The next day, Maple is unpacking and Tammy has a plot down. So I figured if I went forward one day, Tammy would be unpacking, and Zucker would put a plot BUT THERE'S NO ZUCKER. Is it because only two villagers can go back to back? If so.. where did Zucker go? He's also supposed to be my 10th villager.

You can't ask two people to move in on the same day. He may not move in at all :/

Even if they say they're going to move in when you request them, it's not a 100% guarantee?

Did you invite Tammy and Zucker in on the same day? If you did, the most recent villager that you invited in will place their plot.

Yeah, I did invite them on the same day. I figured that Zucker would just plot after Tammy plotted ><...

If you asked Tammy and Zucker to move in on the same day, a villager gets canceled out so you won't get Zucker at all.
Happened to me at first with grizzly
