One island villager per day?

Heyo! I just unlocked the campsite, and the ability to build empty plots. I built the mandatory one for the camper and moved them in.

After that, I built another plot, headed to the island and invited Biff back.

Then, I built ANOTHER plot, and headed to the island to find there's no villager there?

Is it the case that you can only invite one a day, or you can't have a queue of more than 2 villagers waiting to move in at once? Or do you just not always encounter a villager on an island?

It's not my island but my family's, but she had made 3 plots for newly moving ins today. 2 from island that I invited myself and 1 from possibly from system - neither of I and my fam invited this 3rd villager.

Not sure if this info will help but I feel that different players have encountered different scenarios

I had 3 villagers move in before completing my campsite

I invited Big Top from island 1
I invited Bea from island 2


Then, Bea moved in (first and into plot 1) then Big Top moved in 2nd into Plot 3 and finally Bubbles moved in, and into plot 2, so something odd is definitely happening lol

From what I can tell, (and this isn't including the initial 3 that move in), once you invite one villager from the island and build their plot, more wont appear until that one moves in. The game wants you to do it one at a time I believe, so that you don't end up with like a queue of 4 villagers waiting to move in

Let me add to the above.
If you invite 1 villager from the campsite, or via amiibo (again, from the campsite), you can still encounter a villager in the islands as long as you have an open plot.

This means you can invite 1 villager from the islands & 1 villager from the campsite each, every day.
