Some people are just d***s. I found a thread he was on to try to go to someone's town and commented on there not to let him in because he'll just destroy the town.

I checked the FAQ and it only mentions that you can report posts/comments but I don't see anything about reporting users or false wi-fi reviews. You might have to contact a moderator directly.

In this case, leave a WiFi Feedback (only if you've had a negative interaction with said person, don't go off of hearsay.)

In general, we are looking into something being done if someone repeatedly gets negative feedback on similar grounds.

On the thread's topic, I actually had someone take one of my pink roses the first time I opened after some great friends JUST gave me them... I still don't know who it was to this day, but it still bothers me

Again, without any proof as to it, it's the same deal. But for the most part, this is why Wi-Fi Rating is a thing. File negative feedback against the user and be done, this doesn't mean to give negative feedback because you received negative rating in the first place.
This thread is clearly geared towards an individual, even it being a general rant, that does not make it okay for users to go and attack others over it.
