Perfect Town Help!

I'm just trying to get my darn flower clock, and I have no idea what to do at this point!

Isabelle says I have a good balance between nature, but I still need more development. I have the beautiful town ordinance. Here's what I got:

yellow bench
water well
fountain
park clock
street lamp
outdoor chair X 2
wisteria trellis
fire hydrant
custom-design sign X 2
face-cutout standee

That's twelve PWP, and still nothing. Should I still build more?

That sounds like a good amount, do you have any stuff on your ground or weeds that would prevent you from perfect town? If you have garbage or more than 10 items on the ground you can't get perfect town, even if they're gifts.

You might just want to put some of your flowers up for the 15 days. I used to have the Perfect Town status but after I went on my gardening craze, I didn't have enough PWPs in comparison to my flowers. Just put them in your house/pockets/letters for 15 days. Also, it only matters what status you have at the end of the day, so don't worry if it takes a while to perfect your town <3

Have you got any rubbish or weeds on the ground? to me it sounds like you should have a perfect town :/

Try picking weeds
Planting more trees
Planting more flowers
Bushes/bamboo

Another thing: if you have items laying on the ground they are counted as trash!

It sounds like you have too many PWPs built and not enough trees/flowers around.
