With info from a friend, Casea, and help last night from Justin, I got a "perfect" town rating this morning! The comments read as "London is a great place to be! It's really come a long way!" Pelly then says, "Wouldn't it be wonderful if we could keep London this livable forever?!"
You basically follow the same rules as in Animal Crossing:
1) No trash or weeds
2) Don't leave too much stuff out on the ground (I left turnips out and I got an "error" message)
3) 12 to 14 trees in each acre (all acres, including ocean acres)
4) At least one flower in each acre (I have at least two in each acre)
Acres are the same size as in AC: 16 by 16. There are four acres across and four acres down. I used patterns on the ground to mark off my acres.
