Pictures of villagers ?

Just wondering if anyone has had one of their villagers give you their pictures. I'm trying to get Bob's right now. Do you have to do something special to get it?

I think New Leaf differs just a little bit from Wild World. I heard in NL that you can either get a picture via mail, so send them gifts, or an otoshimono, which means a dropped item. Find a dropped item on the ground and find its rightful owner and perhaps you might get the picture back as thanks. You also, although I don't know, might get a picture when a villager gets that exclamation point over their head and looks over at you.
