Present eating flowers

Ok, Mayor Rhya's house is surrounded by loads of flowers and she was standing out side and a balloon came floating by. Shot it down and the the present landed in the flowers and disappeared! What the heck??!! Ok i can understand if it had landed in the river but in flowers??

The items can't land on a space that has something else on it, and if there isn't a space within two 'squares,' the item disappears.
