Does "home address" mean "not a PO box?" Or are PO boxes okay?
A PO box would work for any of the physical prizes so long as it can accept box packages. A standard (small) PO box would only allow for the Prize Packs or Sticker Packs, so just something to keep in mind when deciding what to buy if you're not comfortable sharing your home address!

In the shop when it says "Stock 25/25" Does that mean there's only 25 Celeste collectables in total for everyone on the site to buy?

It means exactly that
But there are typically restocks at the end of the fair, (though sometimes they're exclusive to winners/staff favourites so they can spend their extra tickets). Everything is up to the mods though, so restocks and things for this fair are likely to be different

I wanna mention as well that the current collectible stock numbers are potentially in flux right now -- we felt a bit unsure about them when going live, so they could be adjusted in the future. Either by restocking more than we usually would, or simply adding to them in the next few days.
The past few fairs before this we generally kept similar stock between all of them, but there's potentially a much higher amount of active users going after these items than before, so it's hard to say exactly how much this time.

Glad to read you are considering this! As I'm also usually in a bad timezone when it comes to restocks or ticket distribution, that would make me a little less nervous about being able to grab my favourites on time..
Such an incredible prize list! Laudine did an incredible job! The plushes are super cute, and the star fragments are just perfect.
