Question about Celeste not appearing

I've been playing the game daily since the 25th and I'm on my 9th day now. I just got my 5th villager and Residential Services will be upgraded tomorrow.
I have had a lot of falling stars in the past 9 days, and gathered plenty, but I never encountered Celeste yet, is there some kind of requirement for unlocking her?

Also if the Residential Services has been upgraded to a town hall, can you drop items on the plaza? Cause currently when I shoot a balloon at the plaza it disappears.

I've only seen her once in my town, and it was well after RS updated, and had nothing to do with shooting stars. Everything is random, you'll just have to hold in there. I'm still waiting for flick to show up to my town.

Thanks for the fast reply. I hope she will be turning up soon cause those star fragments are taking up a lot of space.

So you know if you are able to extend your storage space after you upgraded your home completely, I bought the inventory slots from nook miles, but I'm already short on storage.

Your house storage increases with each expansion. Mine is currently at 400, and I've heard the max is somewhere around 1600
