Are there villagers that show up more often?

I feel like Azalea is one of the first villagers you encounter in HHP. She was the, like, the third one I did.
Is this true for everyone else?

Or is it random?

Its random each day whatever villager shows up at the Resort. Here's a tip you can also talk to villagers at the Cafe or Reastraunt that maybe thinking about wanting a vacation home. Once you build them a vacation home you should not have to see them again. For me the villager that keeps showing up that I REFUSE to do a home vacation on is Lionel who keeps asking for a Bathroom interior. Everytime I come to the resort he's always there! Again its RNG sometimes you may get good villagers other times you may get your favorite villagers, which sadly for me I haven't seen Raymond yet, but I have seen Audie, Judy, Sherb, and most of the new villagers at the resort. Its weird sometimes.

Well to clear up the confusion the first villager you always start out with is always Eloise when you first play the HHP update. There are different starter villagers but again its RNG. If you want to replay the DLC again my advice is to create a new user (yes they still have access to the DLC) and play through the DLC again this time having different villagers besides Eloise.
