Question about villager cycling!

Hi! I just recently bought a second copy that I've planned to use as a cycling town. However, my villagers don't seem to be moving out, no matter how far I time travel... I've been TTing for weeks at a time, so I'm assuming that there's something I still need to do before villagers start to move out. I've gotten my development permit already. What else do I need to do?
 
Did you try getting out of "tutorial mode?"
Because I thought I read somewhere that it could be a problem if you don't. I imagine you have more than 8 villagers, so that can't be the issue. Other than that, maybe the RNG hates you.
 
I remember hearing something about having to go through all the tutorials that the villagers give you before they will start to move. Have you talked to your villagers at all?

I'm not well-versed in time traveling for cycling, though, so hopefully someone else who has more insight can help you!

Oh, I'll try that! Thanks! I've been talking to my villagers a little bit, but not enough to finish all of the tutorial dialogue, I don't think.

Actually, I think I've finished the tutorial dialogue. They still don't seem to want to move...
 
You have to get 100% approval and your house down and 9 villagers before they will start moving out ^^ once you can make projects and do ordinances you'll be fine

Really? I don't think you need 100%, but I could be wrong.

Yeah, I can make projects and ordinances now, but it still won't work...

Really? I never knew that you had to get 100% approval.

I'm going off of this post here (this also mentions about having to go through the tutorial dialogue), and it doesn't seem like you need your development permit.

Yeah that's what I thought. I don't have a cycling town, but my friend does and I've never heard tell of having to have 100% approval rate. Just getting out of tutorial mode and have 9 villagers is all you need.

I did it three times and for me no one would cycle out until I got my development permit. :(

Talk to your all villagers who living in your town a lot.

Go to re-tail once.

Give a shell to Isabelle(not needed but just incase).
 
Though the developing permit is not needed, it definitely speeds up the process. I remember someone pinging me the next day after getting it and that was after tting weeks ahead and no one would move out.

My boyfriend started playing a month ago and only now has one of his villagers told him they were moving.

Good luck! It takes a while, but once someone is in boxes you can always do the TTing one year ahead, save, then TTing another year, save, then TT five days ahead and you will get a new villager and someone in boxes :)
 
Oh! Do I have to go through all of the "Advice for living here" dialogue with Isabelle? Is that considered part of the "tutorial mode" that was mentioned earlier?
 
You don't need the permit, I've reset about three times. You need to get the first villager out the NORMAL way, which means talking to them ALL daily and walking around every day checking them all for a ping. Until they want a favor and you complete it, they haven't reached the stage where their "needed" factor will require their programming to get them to want to move.

When they want to move, TT to their boxes day and then follow Karen's method.
