Question about villagers moving in + campsite, please help!

The worst thing ever happened.

I just built the campsite and time traveled one day forward to reset for campers. I have 8 villagers atm, so sometimes both a camper and a new fenced area will pop up.
Here's the problem:
There's a fenced area for Freya, one of my favourites.
But there's also the best camper I could possible get, ever... O'Hare ; ; my favourite villager!

My question... Can I convince him to move in even though there's a house plot for Freya already? I mean if I'd convince him... He would move in two days after that. On the day Freya's finished unpacking. Right?

A couple of hours ago someone managed to ask a camper to move in while a villager has a fenced off plot, so go for it!

I had the same problem but there was a difference ._. I had 10 villagers, one of my dreamies was moving in and Marshal was in my campsite

Yeah that's how I managed to get my 9th and 10th villager without having to wait for either a good villager or a good camper.
They were both in at the same time lol so the fenced in area moved in first and then camper a few days later
