Questions about amiibos

Hiya.~ So I was curious about how the amiibos work for the new acnl update. Say I want a villager like Ketchup. Can Ketchup only move to my town if I summon him with his amiibo card or can I visit him from someone's town and ask him to move to my town? I'm curious since I have a second account for town cycling. I wanted to know if I could summon him and sell him like that. I'm curious about the Zelda amiibos too working like that or not. I haven't seen anyone selling these amiibo characters so I was curious.

He can only move in if you use his Amiibo card on the town you'd like him to move into

It can be confusing but here's how it works:

Welcome Amiibo cards - they can move in with the card scanned and also be adopted​ from another town if they're moving out and in boxes.

Sanrio villagers - cannot be adopted, you must have the card to scan in the villager.

Amiibo figures - Animal Crossing characters can only visit in their RV, you cannot adopt them. Zelda, Splatoon and Monster Hunter amiibo can only move in if you have the figure to scan in, they cannot be adopted.
