I don't think they're THAT bad. They're like medals but expanded into an achievement system. If anything, it'll give more goal-based players tasks to work towards.

That's not true. They did too. In the direct Nook tells you 3 villagers were interested because he was advertising the island.. He then tasks you with reserving a spot for them (one of them?) to move into

Absence of evidence is not evidence of absence.

From what we've seen in the Nintendo Direct, this is how villager move ins will work, or at least how I believe they will work:

1. Interested parties: Nook will inform you of interested parties, and you will select one of them, which are likely randomly generated. Basically, you get x number of random move ins, but can choose which will move to your island.
2. Nook Miles Tickets: You can come across random villagers while partaking in exploring the smaller deserted Islands via Nook Miles tickets. You can invite them to your island.
3. Campground: Basically the same as New Leaf.
4. Amiibo Cards: You can invite a chosen villager to your campground, and invite them.

I think it's likely we will get to choose one of the randomised 3 villagers to move in considering how much freedom/customisation we're getting with NH. Kinda disappointed though, it seems like we have way too much control over the island- feels less organic & more "collect your dreamies!". Actually narrative wise, it makes even less sense for us to have this much control compared to New Leaf when we were the mayor back then. Aren't we supposed to just be normal residents of the island this time around? haha
 
I hope thats not the case... choosing one out of 3 is not the full randomness I would like to have next to the other options

You could just pick the animal that you first see, one closest to the left, etc. It'll effectively be random, just not automatic. I like being able to choose who moves in, I don't want them to ruin my town.
 
I really really hope so. One of my favourite features of past games was having absolutely random villagers move in and out and not knowing who it'll be. the most disappointing part about this was in new leaf we were all afraid of them moving somewhere where we wouldn't like them to so we all had 10 dreamies and never let them leave. I don't want to be able to pick who will move in I just want to see their face show up in town.
