to edit a villagers home, you can talk to them and they will give you an option to "Deluxe Remodel" I haven't figured out how to modify the facilities D:

You can start modifying facilities when you finish all the town projects. Isabelle will soon be replaced with Digby who you talk with to edit or model the town facilities :]
