I'm not sure if this is new information, but it was new tome, and it seems like it might be useful, so here it si:

Hamlet was wearing this silly looking jester costume that he got as a gift from another villager, so I told Isabelle about it, and when I saw Hamlet later, he was in his default shirt. Whew! But then I talked to him, and I was surprised to learn that he not only acknowledged that he had changed his clothes, but he acted as if I had given him a new article of clothing, as opposed to him just changing back into the original shirt he already owned.

This makes me wonder if the game handles clothes complaints by gifting a new copy of the default shirt to the villager that was reported to Isabelle.
If this is how it works, in theory, if you report an unwanted shirt enough times, enough of the default shirt will be gifted to the villager that it would force the unwanted shirt out of their inventory, or however their clothes are stored. I forget the exact number of shirts that villagers can have stored, but I know it's finite, and older ones get deleted as they keep getting new ones.

Just giving the villager their default shirt enough times should have the same effect, but if you don't have the shirt or don't want to spend bells on it, having Isabelle just instantly give them their default shirt again, with the guarantee that they will wear it right away, might be a good option. Plus the villagers are happy about it, because they think they got a gift from you. They never act upset that they were told their clothes were offensive. I don't know if this adds friendship points--probably it doesn't.

So, that's what I observed. Maybe this is old news, or maybe I'm misunderstanding something, but I thought it was noteworthy.
