Requesting villagers...how do you do it?

So I see all the time people putting their villagers up for sale. How do you even go about that? Do you talk their ears off until they agree? I have finally put together a list of who I want from each of the eight categories, all sheep. Two have just randomly moved in but I have no idea how to go about getting my other, what do they call it? "Dreamies" ???? I thought they just up and moved to wherever whenever. Some further explanation would be helpful.

You have to wait until you have an empty spot in town (max of 10 villagers) and then you can either invite villagers from your campsite (a public works project) or you can visit another town when a villager is in boxes and about to move out. A villager will also randomly move in if you don't do either of the above listed. People like to have control over who is coming in and out so usually as soon as they have a free spot, they are trying to fill it

Someone will always prompt you to move by starting a conversation first. You just cant talk to them a 100 times. It needs to be a special event conversation like when they ask you to deliver a gift or something.

I forgot to add that you actually have to talk to the villager in another town when they are in boxes and ask them to move.
