"Resident Problems"

If you go to Town Hall and talk to who ever is working there at the time and click on "There's a problem" (or something like that) and then click on "Resident Problem", a list of the local animals appears. My question is: what happens if you report one of these residents? Will they get kicked out of town or what? It's been bugging me for a while now.
 
Its used when an animal from another player's town moves into your town. They may say certain catch phrase's, taught by the former player, that are inapproriate or something you just don't like. It changes the phrase back to the original phrase the Neighbor uses.

This is also used for their clothes.

THAT'S what that ridiculous addition is for? Do you know how much better it would be if it just kicked someone out? I imagine, certainly, that more people have problems with getting rid of unwanted villagers than catchphrases and poor clothing.
