Can a person new to City Folk still unlock Shampoodle?

My boyfriend bought a Wii yesterday and we've borrowed City Folk from his sister. Given the age of the Wii, is it still possible to get your hair cut and/or dyed?

Yes, you can still get your hair done in City Folk. But...isn't Shampoodle available from the start in City Folk? I don't think it needs to be unlocked, unless I'm mistaken. Just go to the city and it should be there.
