I'm assuming so since we only get started haircuts. We will most likely unlock her salon later on in the game, at least I hope so! c:
There's still lots of shops that haven't been shown in any trailers yet so I'm hoping they are leaving that as to not release every single detail.

I hope she will return, I personally think we will only have a small, basic selection of hairstyles to start with and that once we unlock her she'll offer a lot more options as well as the chance to dye our hair and change our eye colour and makeup etc like she did in New Leaf

Whole-heartedly agree. It would be a complete travesty if she is not in this game in some way. Genuinely one of the best NPC designs.
100% agree.
I felt some of the things in NH have become too automated.
The removal of the quaint post office, and a daily trip to the hairdresser.
These things, IMO, are what kept the series a natural, relaxing game. It had charm.
It's been replaced somewhat.

I think a lot of ppl seem to be under the assumption that just because a feature is available without the use of a shop eg sending postcards and picking hairstyles, means that that shop isn't going to appear at all.
From what I can gather New Horizons is being purposefully marketed so that you can take the game in 2 directions. You either keep it as a deserted island and live deserted life or you choose to develop your island and therefore have a greater degree of control over gameplay ie terraining etc.
You can't penalise ppl who want to keep the game as deserted, so you still need systems in place so that they can customise hair, send postcards and I think they can hand fossils and bugs in to Tom Nook (I'm sure I read that in another thread here somewhere). In the direct they even marketed all the future stuff as "extras".
In other words I don't think ppl should loose hope that some shops won't appear. We still haven't seen Brewster or Dr Shrunk so who knows ?

You unlock new hairstyles with Nook miles, so she is likely gone unless needed for special facial features. I wouldn't miss her. It was always nerve racking that if I didn't play in so many days my hair would reset, or that I could only get 1 hair cut per day, or that I had to take a quiz to get the right color or style.

Don't get me wrong, but I actually like the way we can change our hairstyles and facial features whenever we want now. Grant it, I'm not too happy that we have to unlock the other hairstyles and colors with Nook Miles, but I rather do that then be asked questions and always having to look up the answers just to get the right hairstyle or color. That was a huge pain to me and I also didn't like the fact it was once a day thing. I kinda like to do lots of different hairstyles everyday and so since it's now not once a day thing, I'm free to find whatever I feel is best for that day, like if I want to do a ponytail in the afternoon and leave it down in the morning, I can now.
I'm sure Harriet will be back though, possibly with a shop selling wigs or other unique hair accessories.

What's wrong with Nook miles? They're just an in game currency granted to the player for completing random dailies. Same as Meow Coupons in New Leaf. If you ask me, they actually keeps you busy with neat goals to work towards, and are often fun....unless they ask you to catch a certain fish LOL

Oh no, nothing's wrong with the Nook Miles, I was just hoping we would have access to all the hairstyles in the beginning of the game and not have to unlock them later on. I actually think the Nook Miles will be fun to have and earn.

I think harriet may be gone... but based on the current trend of younger NPCs I think we may get her teenage daughter who is a MUA ! In pc we have been getting blush items and small face tattoos, I wouldn't be surprised if nintendo adds in a makeup parlor especially since MUA's are so popular and they seem to want to connect with younger audiences this time around.
