I love the badges in the game a lot. I like that they don't involve silly requires or high scores and really just time and dedication to get them. I would say StreetPass is the hardest, but as long as they keep sending out SpotPass ones, it's not impossible.

Nature Planter
Bronze - Plant 100 Flowers/Trees
Silver - Plant 250 Flowers/Trees
Gold - Plant 500 Flowers/Trees
Bonus Tidbits: It's okay if the trees don't grow. Just plant as many fruit (or if you have a gold shovel, 1K bags) as you can--you don't need to wait for saplings. It can be any combination too. Flowers only count if planted from seed packs though--you can't rob them from the island and expect them to count.
Weeds
Bronze - Pull 500 Weeds
Silver - Pull 2,000 Weeds
Gold - Pull 5,000 Weeds
Bonus Tidbits: Clovers do not count. However, Wilted Flowers too. If it's taking too long, have any ordinance except Beautiful and fill your town with flowers from the island. Flowers wilt much more often than weeds pop up so it's a much quicker way to earn the badge.
Bell Earning
Bronze - 1 million in ATM
Silver - 10 million in ATM
Gold - 100 million in ATM
Turnips
Bronze - Buy+Sell 500K worth of Turnips
Silver - Buy+Sell 3 million worth of Turnips
Gold - Buy+Sell 10 million worth of Turnips
Bonus Tidbits: It is cumulative so you don't have to do it all at once. If you have the bells to spare and space, buying up 10 million worth of Turnips will easily get you the badge--then just find a price that is at least as much as you paid to get your money back.
Shopping
Bronze - Spend 500K+ at Shops
Silver - Spend 2 million+ at Shops
Gold - Spend 5 million+ at Shops
Bonus Tidbits: Buying from the Catalog does not count.

Silver - Remake 100 furniture with Cyrus
Gold - Remake 200 furniture with Cyrus
Bonus Tidbits: It can be the same furniture piece--you don't need to get different ones.
Catalog Completion
Bronze - Fill 20% of Catalog
Silver - Fill 50% of Catalog
Gold - Fill 80% of Catalog
Bonus Tidbits: In number terms, you need 588 for Bronze, 1,468 for Silver, and 2,349 Items for Gold. There's 2,936 items total in the game (though, 12 aren't out yet!). There is a chance DLC doesn't count at all for the total numbers (but still count towards the badge progress) which means the numbers could be smaller overall (There's 67 DLC items so 2,869 total items without DLC which would be 574, 1,435, and 2,296 respectively for the badges).
HHA
Bronze - 50K+ in HHA
Silver - 100K+ in HHA
Gold - 150K+ in HHA
Bonus Tidbits: If you're still short, but don't want to ruin your house by doing full sets in everything, you can easily use the "Lucky Items" to your advantage as each unique item is worth 7,777 regardless of placement. These vary per month (this guide has a great list--just do CTRL+F/right click and hit "Find" for "Lucky items change depending on the month") with the Villager/NPC Photos and the 4 New Year's Hats sold by Redd (Yellow, Blue, Green, and Red) working all year. Please keep in mind that the bonus is only one per item--you can't have 10 of like... the same exact villager photo or same colored hat and expect 77,777 points. However, yes, you'd get a bonus 77,777 points if you had a picture of all 10 of your villagers in your house. As soon as you get the badge from Phineas (and item from the HHA if you want it), just remove the items if you don't want to keep them in your house.
K.K. Slider Concerts
Bronze - Hear 20 songs live
Silver - Hear 50 songs live
Gold - Hear 100 songs live
Bonus Tidbits: Listening to songs repeatedly in the same night counts. I got my badge after two visits to K.K. Listening with friends counts as well--you do not have to be the one requesting the songs, so yes, you can just sit in a chair at friend's incase of earlier timezones. You have to be locked into the song though so make sure you sit down before whoever requested the song is.
Villager Helper
Bronze - Help villagers 50 times
Silver - Help villagers 100 times
Gold - Help villagers 300 times
Bonus Tidbits: Just keep talking to them until they get their ? to complete as many favors as you can! This includes them wanting to visit you and them asking you to visit them.
Letters
Bronze - Send 50 letters to Villagers
Silver - Send 100 letters to villagers
Gold - Send 200 letters to villagers
Bonus Tidbits: You can't send blank letters. I usually just sent something saying to stay in town forever.
Streetpass
Bronze - Streetpass 100 times
Silver - Streetpass 300 times
Gold - Streetpass 1,000 times
Bonus Tidbits: The person must have the game. It does not have to be individual people. Spotpass does count. You don't have to check out each person's house. Just loading up the game will count it (though, I'd recommend at least stepping into the plaza). Keep in mind the game can only have up to 20 in queue at a time--then you need to load the game up to allow more. If you'd like some StreetPass tips, I've written some here.
Traveling
Bronze - Visit other villages 100 times
Silver - Visit other villages 250 times
Gold - Visit other villages 500 times
Inviting

Silver - Visit Dream Villages 200 Times
Gold - Visit Dream Villages 500 times
Playtime
Bronze - Play 50+ Hours
Silver - Play 200+ Hours
Gold - Play 500+ Hours
Bonus Notes:
1. Phineas will not come if it's raining. I also haven't had him show up at all if it's rained at all while playing even if it becomes Sunny later, but I don't have this confirmed completely.
2. As far as I've been able to tell, catching bugs/fish/diving creatures/popping balloons in the Island Tours/Minigames does not count towards your badge. (Though, the bugs/fish/diving can count if you actually get credit/keep them after the minigame). I'm still trying to test this to make sure though (as being able to earn the medal badges AND the catching badges at the same time would be awesome). If you'd like to help, a quick way to do it is use a character that you haven't caught anything with (So those characters you may use just for patterns with) or popped any balloons, ship them off to the island and just try and complete the Bronze requirement for each. Balloon popping would be the quickest to check (only requiring 30), but I'm pretty sure that one doesn't count as you'd be able to get the Balloon badges incredibly quick if it did.
