Sign Boards?

So, I've seen some images online and not sure how you get these tall signs. I know you can go into Custom Designs and display something on the ground, or a mannequin or art easle. I can't figure out how to get the image below, though? Is it unlocked later (and how?) or am I missing something? Thanks!!

It's a customised dark brown Simple Panel ... That's just a regular Nook item ...
