forum.the-bell-tree.com site is the forums portal which isn't used.

the-bell-tree.com is a domain registered by Storm and Bul. It's the official (currently offline) site of TBT.

forums.the-bell-tree.com/site is a built in feature of Zetaboards, called the portal. It's basically used to find out new announcements, members online, and active topics, sort of like a secondary index.
