is there like one main person like the mayor? or are all the characters equal?

The person who created the island is dubbed the "Residential Representative", which essentially makes you Tom Nook's helping hand, and he relies on you for choices made for the island.

The first person who starts up the island becomes the island representative, which is basically like being mayor on New Leaf.

I’m not entirely sure about it, but I think I heard that everyone can terraform.

Things that only the Island Representative can do include all the tutorials, changing the town flag and tune, and possibly moving and placing buildings (this last one I might be misremembering)

They are responsible for moving new villagers in.
