Starting the game with Quinn?

If you haven't heard by now, Quinn the new eagle villager's personality has been confirmed. She is an uchi/sisterly villager.
Now I have no interest in resetting my island but I do wonder if new players or players who have reset will have the chance of starting with her, as uchi villagers are starting villagers. Do you think this will be the case?

Technically, she and the other new villagers will join the same pool as the rest for mystery islands and campsites, so it would be safe to assume so.
