Pokémon (Sun/Moon) What are the Empty Spaces in towns meant for?!

So I'm constantly seeing these empty spaces in almost every town in the game with iron beams stacked atop another but I see nothing going on with them, so I assumed something would happen with this post game, but now I'm at post Post game and they're still empty! Maybe I just haven't gone far enough into post game yet but these have to be something right?! What would be the point of having them in every single town?

Anybody else ahead of me find out for themselves perhaps? I really want to know!

I'd completely forgotten about those!

I'm still exploring the game so I can't be certain as to what they're for. New shops was my first guess when I saw them. I also thought gyms but I'm not sure there's even enough spaces.

Game Freak: "Yeah man half the towns have empty plots and we have no time to put in a functioning building what do we do"
Ohmori: "Lol idk just throw some useless construction sites in"

My best guess.

I thought it was a reference to the machop construction site in red/blue/firered/leafgreen...until I saw they were in multiple places, so there must be a real reason.

Gyms makes sense considering Aloha doesn't have a League (or it does, IDK I haven't gotten far).
