Swapping 10th villagers???!

Someone else and I both have 10 villagers who will be in boxes moving out on the same day. Can we trade these villagers that are moving out?

I don't think that is possible. I believe you actually have to be down to 9 before getting someone new to move in.
I'm not 100% sure though.

I think when they're packed up it's classed as being down to 9 villagers. I may be wrong, however.

I think I once had my 10th villager gone but his house still there, and couldn't get a new 10th from another town until it left.

Unfortunately, no. You'd probably have to get someone to hold one for you, then trade the other to the person with an empty space, then get the holder to TT the one out for the other person. It sounds more complicated than it is :C.
