it could be a past version of tom nook who came from the shop in the city that kicks sits in front of and in that shop tom nook sold animal costumes, and everyone got one but then, before he sold them spilled, CHEMICAL X, thus the mutant animal costumes were born! and one day after a lot of people bought costumes, the costumes started to fuse with the people who bought them, and then they became, the ANIMAL CROSSING VILLAGERS, because people shunned them, they lived in small towns, far away from the city, so tom nook became one of them, out of kindness and became their leader, but after periods of time, people excepted them. and that is why you live with them, you didn't buy a costume....so it is past verion of tom nook who is still human and in a bunny costume. yes.
