The roost - what if Resident Rep doesn’t play and nothing left to donate?

Is there a way to get the Roost if the Resident Rep stopped playing without donating to one of the museums and other players already donated everything? My RR never donated a sea creature.

In my scenario there is actually one sea creature not donated but it’s not available until summer. I don’t TT so I’ll have to wait a while but I’d bet other players could have it worse than me if their rep stopped playing and all things were donated.

(I know there is the option to go to islands and possibly hit the time of year and time needed but like I said the Rep doesn’t play and I don’t have the time to play both characters and hope to hit a summer island at night with the Rep character. )

I don't think it matters who donated what. What matters is that the museum has at least 1 donation in each section (fossil, bug, fish, deep-sea, art).

Only the island rep can unlock Brewster. So, using the Island Rep, go to the museum and check if Blathers has a thought bubble on his head. If he does, then it's most likely about Brewster.

Make sure the airport gates are closed and no other players are around. I'm not sure how far you are into the game, but KK should've already had his first concert (3-star rating) as well.
 
If your island rep doesn't play, I recommend using the tag-team option from your Nookphone. You can call up the other player and use two joycons to control each one. You can make the island rep the leader to go talk to Blathers to get Brewster to show up.

Now it really doesn’t make sense because the museum is almost complete. Just missing a few art pieces,one fish and one underwater creature. I tried again today, with resident rep and no thought bubble. I have tried during day and night hours. Town has been five stars for over a year. I just don’t get it. I figured it was because the Rep never donated a sea creature. I have clue.

I also went to Harvs island for the first time and caught a sea creature with the Rep just in case that was holding it up. Also emptied the mail and spoke with Isabelle. No luck.
 
Apologies if it's silly to ask, but when you talked to Blathers with the resident rep, were you alone? The thought bubble should appear only if you're not doing co-op play- if you're controlling more than one character the option won't be there.
 
According to the datamine, these are the requirements:
  • single player mode (no local co-op)
  • no (online) visitors present
  • K.K. Slider has visited
  • the museum has upgraded to the point where art donations are possible
  • it is not during the International Museum Day event (Stamp Rally)
  • you have donated at least 1 of each of the following:
    • fish
    • sea creature
    • bug
    • fossil
    • painting or sculpture
  • you are the Island Representative
  • you have talked to Blathers before
  • you have talked to Blathers after upgrading the museum to accept art donations
  • you are not in a dream
You could try and donate and see if your hunch was right.
 
So now I’m really confused. I signed in as the Rep and decided to talk to nook, enact an ordinance, talk to Kappn and go back to museum and see if any of those things would trigger the thought bubble. They did not so I started wandering around museum reading the plaques of who donated what. Turns out the Rep DID donate a sea creature! I can’t wrap my head around this! I went to every wing and the Rep did donate one of each!!
i went through that list and every single requirement is met. I don’t understand this. Maybe I’ll pay off the mortgage and try again. That’s not a requirement but I’m grasping at straws here.
 
Hmmm... I'm stumped too. I'll ask around.

For now, try talking to Blathers several more times. Maybe assess a fossil, or ask him for a bug/fish trivia. Or relocate the museum just because. I've read this somewhere, but not sure. It says having a total 60 donations. But you mentioned that everything's donated, so this should not be a problem...

EDIT:
Have you been to Harv's island (as the Rep)? Entered the studio, as well as explored the commune? Another player said that it unlocked the thought bubble.
