How does one TT a villager out? I am looking to get rid of Moe ASAP!

Also, can anyone confirm if you really do need to cycle through 16 villagers in order to get 'copy' of a villager who moved out? I am not talking about the actual villager who moved moving back in, but a 'new' one (a new Deirdre since the original one moved). There seems to be conflicting information.
