If I recall correctly, someone from a different town can't convince a camper from your town to move to theirs.

That's a rumor from what I know, I've heard a lot of times that people got villagers from other towns campsites. The rarity of the speech coming up is really low though, so you'd have to continuously keep talking to the villager to get them to move in.
