Can you "recuit" a villager from the shopping district? I keep seeing all of my old villagers there, including Shep. I know it's not a guarantee, but if they're still there when someone visits, you could talk to them and maybe they'd move in? Does that work?

I'm pretty sure that's impossible. I think it's the game's way of remembering your previous villagers, so if you want Shep, you'll have to cycle through 16 villagers ;-;

Also how does the whole cycle thing work anyhow? So are you guys saying that after I've hot the appropriate number I can get them back? Or does it just unlock the possibility that out of the TONS of characters there's a chance they'll move in again?
