Yeah, i asked this in the question thread, and it didn't really get answered, if you formally kick someone out (through the town hall) do you still get to sell/trade the character?

You can't kick anyone out through the town hall.

I think it just resets their dialogue.
Pretty sure it's for if you got a villager from another town that someone put a curse word on.

If a villager is wearing a design that is inappropriate or has an inappropriate catch phrase, I believe. It resets their catch phrase/outfit.

With it you can get them to say their normal catchphrase, throw away their letters, or change clothes(i believe to a random item of clothing). I think this is mainly for the event where you get a villager from someone and their catchphrase is a bad word, their letters have bad words, or if they have an explicit piece of clothing that someone made put up in their Able Sister's store.
