You can sell them or give them away to other people here, but you don't have to give them away to get rid of them. They can be voided too. Is there anything you specifically want for exchange with the villagers? If yes, I can see why you want to give them away rather than void them. But I can help you get what you want.
Normally when I want a villager to leave my town, I would void them (let them move without talking to anyone that want them).
I don't mean to be mean or rude by writing these comments, but I'm trying to help you. Bell Tree is a pretty messed up place when it comes to people buying, selling, trading, or giving away stuff, and I don't want to make your experience uncomfortable here like how some traders got.
