I said that because he's asking for money to let people into his town... He's the one that offered to let them come over in the first place so he has no right to ask for money.

How am I an idiot? If they want to come to my town, they can pay since it is a huge price and they will get a large sum of money. If it was only like 200 per turnip, sure, no fee. But a small fee and a large sum of money vs no fee and a small sum of money...

I could say i'll pay you after i've checked that the price of turnips is true, then just sell them and leave your town before you get a chance to turn it off.

i don't think there's a fair (i.e., reasonable) way to go about this. if you charge the same amount to everyone, those with more turnips will come out better than others - the rich get richer!

it's also not worth trying to take a percentage, because you have no idea how much other people have and they don't have to tell you.

EDIT: what i mean to say is that the fair way is to NOT charge!!!
