Unlucky Town... WHY U DO DIS!?

So I have 2 copies of Animal Crossing New Leaf and I decided to find a better map and sort of renovate it before moving my stuff over to it. I found an awesome map with townhall and the recycling center right near the train station with enough room between them to plant my house next to a pond with it. Behind there was enough room to start my perfect tree orchard and barely enough room for anyone to plant a house near by... I thought 'Oh I could just put some stuff up after I TT a bit to cycle through villagers.

Next day.... villager smack infront of the notice board. Next to town hall... 'Oh I'll just TT until they move' 2 month TT and Octavian right infront of town hall where I wanted a fountain... 'No prob... nothing a little TT cant fix!' 5months Kat Kidd infront of recycling center..... 4 months Wolf gang infront of my house... TT 6 months. 'Oh yay the villager infront of the notice board is gone! wait.... whats this!? TWIGGY IN MY PERFECT FRUIT ORCHARD..... *rage*

Now remember, I am crushed up already in the top left of the map with townhall and the recycling center AND a pond... The rest of the map is large with tons of room for new villagers but they all choose to dump their fat butts all around my house...

Is there some sort of AI that makes certain villagers want to move in around the townhall and recycling center or something?

I've noticed that villagers like to move close to your characters.
Totally happened in my first town. There was absolutely no one near me until a
week later that everyone moved on my little island. Not that I minded but
my whole towns right side was totally barren hahaha

Thats what it looks like right now because I chopped down all the trees except cedar trees and it looks like the flowers caused some kind of flower apocalypse and took over the right side and bottom half of the town.... I have so many flowers.... Beautiful Town Ordinance + Time travelling a ton = Flowerocalypse.

Yup all but 2 of my villagers moved as close to me as they could. It's kinda annoying.
