If a villager wants to move, they tell you what date they are moving on. You can convince them to stay or go. On that day that they tell you they will move on, they will be in boxes (if you told them to go), someone can come to your town and convince that animal to move to their village. Likewise with the person you are trading with.

Its crazy only way i could get them is by offering my Stitches, but no way in hell that will happen

Well Marshal was my 6th villager. He moved in on like my third day of having the game. I didn't even know he existed. I had him *puts on shades* before he was cool.
