Villager from Amiibo card refuses to move in

Hi all! I have a villager I want to move in, and I have her card. But after doing everything she wanted, I found out that she doesn't actually want to move in - yet. Is that normal? Can animals outright refuse to move in no matter what?

If you haven’t yet, you need to complete their requests 3 days in a row instead of one day like new leaf

Yes. You need to invite them 3 times (3 different days) to get them to move in finally. I don't know why the long process, but that's how it works.

It's a little more tedious this time around, but I think Nintendo wanted to slow down people like me who have access to all 10 of my favorite villager amiibos and more.

I remember in New Leaf that after inviting an amiibo in, they usually took about 3 days to show up in the town. I don't remember if you were allowed to invite more amiibos in between. So it may not really be any longer of a process in New Horizons.
