villager not moving out

hey everyone! my boyfriend has Maple in his town and is trying to TT her out for me. he's been doing it for the last 5 hours but she hasn't ever had the thought bubble asking to move? all the other 9 villagers have asked to move. she's the most recent villager in his town and he got her from a mystery island. does anyone know if it's not possible to move her out or if he's been extremely unlucky? thanks!!
