Hopefully all villagers from the original Animal Crossing and Animal Crossing e/+ games make it in, including the ones brought back by the Amiibo cards. I also kinda wish all the crossover villagers made it in (Felyne is so cute!), but I don't know how that would work without having to use their respective Amiibos again.

Bow and Meow since they have such fun designs - it'd be cool if they could both make it to the game since they have a similar theme going on. They'd work nicely as a pair, similar to Chrissy and Francine for example.
Pironkon too, I'd generally like to see more alligators.

I hope all the villagers will be back. Yes, even the ones I don't like. Somebody likes them, so removing any villagers will just feel like a step down. However, I won't be shedding any tears if villagers I dislike aren't in the game. Though do give me Chief and Skye.

If Marina doesn't show up in the new island themed game I will lose my mind. That being said I think she has been in every game since she was an islander on e+

Well... I hope we'll have as much as possible! I would love my dreamies of course, so Melba, Gladys, Bianca, Tipper... and I mean pretty much everyone.
I would also very much like to see Faith come back! Even thought she's supposed to have been replaced with Melba, I think she would work very well in the island set-up.
And same for the island set-up, I think that June and Plucky from the Welcome Amiibo update would be cool!

Well, I guess the easiest answer for this question would be: Everyone that appeared in New Leaf,
including those who got added later with the Welcome amiibo update as well as the special amiibo
villagers.

Otherwise, as long as Lobo, Ruby, Lucky and Ankha are back, I'm happy.
