Was the mail issue ever fixed?

I'm talking about the issue where sending letters to villagers does not increase friendship even it's apparently supposed to.
I guess this isn't really a glitch, I don't know what to call it..

Anyway, was this ever changed with a patch or anything? I want to write cute little letters to build up friendships ;-;
