I’m fairly new here so I’m trying to learn. What are TBT bells? I mean I know what they stand for but how do I get them? I currently have 28 and it won’t let me deposit any more? Why is this? What is their purpose? How do I give them to others?

Um I think you get them by posting and interacting with folks on the forums. You can give them to people via the shop through the trade/donate options.

The seashells were the last "event" item, I think, so they're just left over from an event.
TBT are mostly used these days for buying & selling collectibles, which are the fun things under our names. If you rack up enough though, you can get lots of great in-game stuff for selling your TBT. Lots of times, the rarity of TBT & the high price of collectibles combine to make TBT & collectibles comparatively much more valuable than in-game bells.
A great collectible line-up can signal to other frequent forum posters that you've either been here a long time, or you have excellent TBT trading skills lol. It's just one of the optional cute & fun things you can do on the forum.
If you're not interested in collectibles at all, like I said before, there are a lot of people who want to pay you for your TBT bells- note that they're rather difficult to amass in the thousands just by posting, so spend them wisely.
seashells are the replacement for welcome bells, after they were disabled due to abuse with people making alts and sending those bells to their main accounts
they're not quite up to working again, afaik, but you get 10 for joining if you joined after welcome bells were disabled and 10 more for your 2 year anniversary
as for what you could buy with them, here's an example screencap from tbt 2.0, pulled from the collectibles wikia
note that selection will be different for 3.0 (avatar width extension and mailboxes retired, most notably), but the short end of it is that it is basically just a basic selection of add-ons and account management things. no collectibles or stuff that could be traded/sold to other users
also, as you could probably guess based on all this info, you can't send seashells to people either
